RESOLVED, as it is hereby RESOLVED, that:

Section 1. The following sums or so much thereof, as may be necessary, are hereby appropriated out of the Grants endowed by the Wikimedia Foundation, Inc. (WMF) for the operation and projects of Wikimedia Philippines ("organization") for fiscal year 2010:

I. General Administration
A. Registration ₱ 30,000.00
1. SEC Registration requirements and other related fees ₱ 15,000.00
2. Business permits and other registration and taxes ₱ 15,000.00
B. Office equipment ₱ 90,000.00
1. Two (2) laptop computers ₱ 40,000.00
2. LCD Projector ₱ 50,000.00
C. Wikipedia promotional materials ₱ 25,000.00
D. Meeting expenses ₱ 16,000.00
E. Office rental and maintenance ₱ 12,000.00
F. Office supplies ₱ 12,000.00
G. Web hosting ₱ 9,000.00
H. Domain acquisition ₱ 3,150.00
Total for General Administration ₱ 195,150.00
II. Projects
A. Youth for Information Technology Grand Launch ₱ 111,000.00
1. Sponsorship Package ₱ 75,000.00
2. Promotional materials and miscellaneous expenses ₱ 36,000.00
B. National Convention on Statistics Exhibit ₱ 54,000.00
1. Exhibitor booth ₱ 9,000.00
2. Promotional materials and miscellaneous expenses ₱ 13,500.00
3. Convention fee for four delegates ₱ 27,000.00
4. Allowance for delegates ₱ 4,500.00
Total for Projects ₱ 165,000.00

Section 2. Any deficiency from the amount remitted by WMF for the project shall be covered by the organization from its General Fund not otherwise appropriated for other purposes.

Section 3. The organization hereby recognizes the agreements entered between project leads Joseph Ballesteros (National Convention on Statistics Exhibit Grant), Roman Bustria, Jr. (Youth for Information Technology Grand Launch Grant), James Joshua Lim (Chapter Startup Grant) and WMF and hereby incorporates the conditions of the Grant agreements as part of this resolution and succeeding resolutions appropriating the same funds or remaining amounts of it for the next fiscal year. The project leads shall be responsible to the Board of Trustees and WMF for the proper reporting and accounting of the expenses in the course of implementing the projects.

Section 4. The amounts as may be necessary for the operation of the organization and the representation of the organization by its members in Wikimedia meetings or conferences not herein allocated shall be charged against the savings from the General Administration fund as Miscellaneous expenses, upon approval of the Treasurer and President.

Section 5. The amounts already expended prior to the approval of this appropriation shall be chargeable to their respective allocation and be reimbursable upon submission of the corresponding receipts and invoices to the Treasurer. The Treasurer shall be authorized to set a submission deadline for the reimbursement of expenses already incurred in behalf of the organization prior to the approval of this appropriation.

Section 6. The Treasurer shall provide for the rates and guidelines for the proper availing of stipend and allowances, based on generally observed rates and practices in the Philippines, unless otherwise provided by an Expense Policy duly adopted in accordance with Article VII, Section 4 of the By-laws.

Section 7. Any unused amounts by the end of the fiscal year shall be re-appropriated for the same purpose for the next fiscal year whenever its implementation has not been fully completed, or whenever the conditions of the Grants so provides, any unused amounts by the completion of the project shall be returned to the General Fund of the organization and remitted back to WMF, unless otherwise expressly permitted by WMF to appropriate any unused amounts for other purposes.

Section 8. If for any reason any part of portion hereof is found to be inconsistent with the Articles of Incorporation or By-laws, other sections not affected thereby shall continue to be in full force and effect.

Section 9. This Resolution shall take effect immediately.
